Sam says that the Coordinate (6, 4.5) represents the ratio of 1:2. Is Sam Correct? Why?

No, Sam is wrong, because:

6/4.5  = 60/45 . Simplify numerator and denominator by dividing them by 15:

the result is 4/3, which obviously is ≠ from 1/2
