Since the quadrilaterals are similar then the ratio of their sides must be equal to ratio of their other sides.
Therefore, ratio of sides
HI/IJ = EF/FG
knowing the values of HI = 2 , IJ = 6 and EF = 3
then, 2/6 = 3/FG
Solving it gives you FG = 9
Thus, the answer is B)
