The circle with center (a,b) and squared radius k has equation

(x-a)² + (y-b)² = k

So our equation is

(x - -13)² + (y - -14)² = (-9 - -13)² + (-17 - -14)²

Answer: (x + 13)² + (y + 14)² = 25
